Saferooms and bosses inside PvP areas are fair game. Players contesting those areas accept the PvP risk.

RAID WINDOWS
Normal bases may only be raided during an active bi-weekly raid window. Do not bypass the schedule.
SAFE CITY
Safe City bases cannot be raided at any time. Safe City residents may PvP elsewhere but may not participate in base raiding anywhere.
NO EXPLOITS
No glitching, bug abuse, mechanic bypasses or unauthorized access methods used to defeat base or raid protection.
RAID CONDUCT
Use intended raid mechanics. Do not deliberately grief or abuse mechanics to bypass protected structures.
